Declaration before work begins
When posting workers to Belgium, the foreign employer or authorised representative makes a Limosa declaration before employment in Belgium begins, subject to the applicable exceptions. Declaration preparation should be part of the mobilisation plan. Do not leave agreement on the site address and personnel list until the first morning. The general contractor may need time to verify details and authorise the team under site procedures.
A short installation does not automatically mean exemption
Belgian authorities list exceptions depending on activity and duration. However, the exception for initial assembly or installation of supplied goods expressly excludes construction. Record the basis for the chosen posting procedure. If a coordinator relies on an exception, they should know its scope and source. ‘It was not needed on the previous site’ is not a sufficient instruction for a new project.
Limosa and Checkinatwork serve different purposes
Limosa declares the work of a posted person. Checkinatwork records attendance for work subject to that obligation. The official service states that registration takes place before the person starts work, either daily or in advance for individual days. Before starting, agree with the site organiser whether Checkinatwork applies, which workplace identifier to use and who registers attendance. Do not determine the obligation solely from your own subcontract value, which may not describe the whole project.
Coordinator’s organisational checklist
- Confirm the official site address and Belgian client details.
- Compare the personnel list, workplaces and dates with the current mobilisation plan.
- Provide Limosa-1 to the nominated client contact and agree how the worker will present it.
- Record the liaison person’s details and how changes will be handled during the project.
- Agree daily confirmation of attendance registration where Checkinatwork applies.
- Check social security documents, qualifications, site induction and other access conditions separately.
- Appoint a deputy coordinator for absence or system access problems.
Give the crew leader a short first-day instruction: meeting point, site host contact, required documents and registration confirmation method. It does not need the entire administrative correspondence. It should allow the crew to check that agreed actions are complete before starting work.
Handling a change of plan
An organisational example: installation moves to a second building and a new person joins the team. The coordinator compares the new details with declarations, identifies updates and informs the site organiser. The crew leader receives a current list instead of several conflicting messages.
