VCA and SCC: checking requirements for crews and companies

A worker’s diploma, a company certificate and site requirements are distinct. How to describe them in an enquiry and verify them before mobilisation.

Start with the exact requirement

‘VCA/SCC required’ is too general to prepare a crew for a specific project. The client should specify whether it expects individual documents, company certification or both. The required level, scope, verification method and submission deadline are also needed. This lets the contractor assess access conditions before confirming mobilisation.

Ask about other requirements too: site induction, operator documents, risk assessment, working-at-height rules and authorisation for particular tasks. A safety document may form part of this package, but it does not describe the entire work organisation.

A VCA diploma relates to an individual

SSVV describes B-VCA as evidence of basic safety, health and environmental knowledge. A diploma can be checked in the Centraal Diploma Register. The organisation emphasises that this is an initial qualification: the document alone does not establish readiness to undertake every hazardous task independently. When assembling a team, check both the diploma and the skills required for the planned tasks. SSVV — individual B-VCA diploma and diploma register.

A practical staffing record can list each person, site role, required document, verification confirmation and assigned activities. The manager can then see whether the team includes the people needed to perform the work, rather than merely enough names.

Company certification is separate evidence

Company VCA certification concerns the safety, health and environmental management system. SSVV distinguishes VCA*, VCA** and VCA Petrochemie; the client specifies the required level. Certified companies can be checked in the Centraal Certificaten Register. Employee diplomas do not prove that their employer holds company certification. SSVV — company VCA certification.

Include the client’s exact requirement in the enquiry and request evidence for the entity that will be party to the contract. A similar company name, a presentation logo or another subcontractor’s certificate should not replace verification of the correct document. Clarify unclear requirements before comparing offers.

SCC: also check individuals and companies separately

DGUV describes SCC as a safety, health and environmental system for contractors and provides information on personnel certification. It states that, where the client requires SCC, operational employees and managers need individual certificates. The individual document and confirmation of the company system therefore serve different purposes. DGUV — SCC and personnel certification.

If project documentation permits alternatives, ask the client to confirm acceptance of the specific certificate. Do not assume automatic interchangeability from the slash in ‘VCA/SCC’. The identified scheme, document and site requirement matter.

Checklist before approving mobilisation

  • Separate company-level contractor requirements from those for installers and supervisors.
  • Check the exact scheme name, level, scope and document validity.
  • Verify the individual’s or company’s details using the appropriate register where available.
  • Confirm requirements for replacements and people joining during installation.
  • Establish who on the client’s side accepts documents and the submission deadline.
  • Check tasks requiring additional qualifications, induction or site authorisation.

An organisational example: the crew meets individual requirements, but the enquiry also requires a company certificate. The package remains incomplete until the condition is clarified with the client. A clear requirements register reveals this distinction during tendering.

How to prepare an enquiry for Panel Montage

Send the general contractor’s requirements with the location, scope and dates. Documents must match the actual personnel and specific project conditions. Assess contractors using current, presented and verified evidence; this article explains the systems and does not claim that Panel Montage holds company VCA or SCC certification.
