Safe panel installation: lifting, work at height and organisation

The arrangements that should precede crew mobilisation and daily work on a hall envelope.

Include safety when preparing the scope

Installing long panels brings people, lifting equipment and other crews together in a confined space. Risk assessment and the working method must address the specific work area, equipment and conditions. This guide helps prepare organisational questions; it does not replace equipment instructions, a lifting plan or the agreed site procedure.

HSE states that lifting operations should be planned with foreseeable risks, appropriate resources and participants’ responsibilities in mind. This is a UK good-practice source; legal requirements and qualifications must be checked for the country where work takes place. HSE — planning lifting operations.

The panel, lifting equipment and handling route

  • Are the actual weight, dimensions and identification of the component known?
  • Are the equipment and lifting accessories intended for this product and handling method?
  • Who prepares the operation, who supervises it and who gives signals?
  • Have the load route and work zone been agreed with other teams?
  • Who decides to stop work when conditions change?
  • Is an emergency procedure available?

Do not apply a wind limit from an arbitrary guide to every machine and panel. Arrangements must account for the documentation of the equipment, accessories and product in use, and an assessment of site conditions. Conflicting requirements must be resolved before the operation, not while a component is being lifted into position.

A roof and a ceiling are not the same working surface

HSE identifies edge protection, safe access and the risk of falling through fragile roofing, including rooflights. It advises planning protection before accessing the roof. A finished-looking surface does not confirm that it can be walked on. HSE — organising safe roof work.

For an internal ceiling, installation conditions and subsequent maintenance access must be established separately. A team should not assume capacity for people or storage from the core type alone. The relevant documentation and agreed working method should be available to those actually organising the task.

Daily briefings should address the actual work area

We suggest a short briefing covering today’s sector, changes since the previous day, equipment, open edges and other trades’ activities. ‘We are working as yesterday’ is not enough if a travel route has changed or new openings have appeared. The crew should know its site contact and how to report obstacles.

What to agree before the crew arrives

The general contractor and subcontractor should clearly allocate responsibility for access, equipment, exclusion zones and supervision. An enquiry should state the height, working surroundings and site restrictions. This helps plan the resources needed without including assumptions in the offer that do not match the actual site. A change of work area or equipment requires a check that earlier arrangements still apply.

Reporting obstacles is part of work organisation

Agree a simple reporting method: location, description of the change, contact person and a decision before resuming the task. For example, an obstruction on the panel handling route requires a review of the operation, not merely an instruction to ‘go around it’. The crew should know the procedure before starting. Reporting should help remove obstacles and coordinate work, not replace an on-site assessment. When personnel change, pass the same arrangements to the new people, including communication with the operator and site supervision.
